Are you referring to what Daniel references in Daniel 9:2, if so: Daniel is speaking about Jeremiah's promise & Prophecy given by GOD to Israel about their return from captivity. Jeremiah 29:10
Jeremiah 41 - Here is an example of wicked men doing wickedly while God keeps silence, beholding afar off; as the men who are dealing with these things have no thought to seek the counsel of God for His judgment. Thus do men think in their hearts as if God is not in any of those things, nor that religion has any relevance or authority for their circumstances; but that their human thinking is best.
In verse 5 even though the men from Shechem, Shiloh, and Samaria were bringing offerings to the house of Jehovah, the practices of these men weren't fully in harmony with the law of Jehovah which is shown by the fact that they made cuts upon themselves. This practice was prohibited by the Law at Leviticus 19:28 and 21:5.
