Scripture that speaks of God's sovereign free will:
Is. 55:11 "So shall my word be that goeth forth out of my mouth; it shall not return to me void, but shall accomplish that which I please, and it shall prosper in the thing whereto I sent it."
Is. 14:24 "The Lord of hosts hath sworn, saying, 'Surely as I have thought, so shall it come to pass; and as I have purposed, so shall it stand."

There are a multitude of verses that speak to God doing as He pleases and His will cannot be altered. I encourage readers to explore more verses that say this.
ANGELS:
Obviously, angels were created with the ability to make choices. In the beginning, all angels were created good and sinless. At some point Lucifer and a third of the heavenly hosts used this will to freely sin against God, although God had ordained it to happen (because nothing happens that God does not control or ordain. He is not the author of sin, nor does He tempt anyone to sin. He is sinless and is not responsible for the free choices of any creature. Two-thirds of the heavenly hosts did not choose to sin. They are called "God's elect and these holy angels" and will never sin in all of eternity.
This leads to some important questions:
Was Lucifer's fall into sin willed by God?
Was He internally free to choose to remain sinless?
Do the holy elect angels have it in their nature to remain free of sin forever?
How does God's sovereignty affect the will of angels?
