I think Zion and Sion refer to the same location, but two different spellings, such as Isaiah(OT) and Esaias (NT) are both the same person but two different spellings. The differing spellings may be due to one being in the form of Hebrew and the other in the form of Greek. Or Hebrew and Aramaic, which was spoken in Palestine at the time of the NT along with Greek.
