"and he cast the tables out of his hands, and brake them beneath the mount."(Ex.37:19) This second set is written by God signifying that it shall be on the tables of heart. Moses was only to bring up with stone tables into his presence. He himself writes them as before. But the tables of heart is the covenant he made with Moses and not with Israel. "And he wrote upon the tables the words of the covenant, the ten commandments."(34:28b)
Covenant with Moses was consequential. The glory of God required a veil meaning of the glory to follow. "the light of the knowledge of the glory of God in the face of Jesus Christ."
