I heard someone say the eyes of the lord is everywhere but his presence is not there. His eyes is there but his presence is not? Is this true. I need clarity when the word say God is omnipresent
Rick is right. God is pure Spirit. He does not have body parts. His Being fills all of creation, being everywhere present. Being everywhere present, He knows everything that is happening in every part of creation, from atomic level to cosmic level, He knows every thought, feeling, and will of every person everywhere at once. He is able to act in any moment in any place as He wills, also He can act in multiple aspects of creation at once, because He is all powerful.
Jesus exists now as wholly human and wholly God in one person. Therefore, His bodily presence is in heaven. But as wholly God, unified with the Father and the Spirit in the Trinity, He as all of the qualities of God, as I listed some of them in the above paragraph.
God cannot be contained by time or space. He is totally free of any restrictions, limitations, constraints, or necessity.
We only know Him in part in this life. Our knowledge of Him will be greatly expanded in eternity.
Lynn God is Spirit John 4:24 we can't physically communicate with God, therefore many times in the scripture all of Gods creation in some aspect is used to describe a characteristic of God I.E. Gods eyes run to and fro in the earth its a figure of speech, God is my fortress and my rock of salvation, my God will bare his arm, God is a fountain of living water.
Now when were born again we again have a spiritual communication with the Father holy spirit 24/7 confessing
Romans 10:9+10 and believing and changing our lifestyle to Gods Word.
To answer your question, no, God's eye cannot be in a place where His presence is not. But as I have said before, He really does not have eyes or a body. these terms were used in the Bible so we, as humans can understand Him better, since in His pure Spirit, He is incomprehensible. In using such terms he his condescending to our perspective to reach us, since we cannot reach Him in our own creatureliness.

We have technology to tell us daily what is happening all over the earth: weather, wars, economy, disasters, Everything.
As His children we ought to ask the Lord our questions and then leave it with Him. By reading the Bible, cover to cover, almost all of our questions will be answered. If you ask Him a question, be prepared to sit in silence before Him and, WAIT UPON THE LORD. Open up dialog with Him. Be willing to accept the no's with the yes's.

explain on our level the senses How He who is spirit functions. Perhaps this is better.
