@Brian, 2 Thessalonians 1:8-9 is for those who willfully refuse to accept the truth, and obey God. It is not for those who actually have not been preached to, as Romans 10:13-21.
One has to be taught and refuse to obey, just like those mentioned Romans 10:21.
God is just, and He has prepared a resurrection for the just and another resurrection for the unjust. But the dead in Christ come ahead of both resurrections, Acts 24:15; 1 Thessalonians 4:16.
And there will be a time, when those who have not heard the gospel during their lifetime will be taught, and given choice to make for themselves, sometime during the apocalypse.
So lets trust Gods love and mercy shall also prevail with her.
God bless you.
