Keep in mind that Solomon was "wise", a "King" and a "Prophet". Be it a tragic story from Verse 1-23. Verse 24-27 is Prophecy. When he says in verse 24, as in so many others verses of Gods word, when He says "O YE CHILDREN" the Lord is usually speaking to ISRAEL. The "harlot" here represents the "enemy", as in Revelation, the "Whore of Babylon". The Lord warns of how many men she has killed and that she's headed straight for hell.
